The Falling Lands (where this scene takes place) isn't too different from the regular world. Grass is purple and the sky is red, but society still lives in big cities and work jobs and have vacations.

They just happen to be monsters/souls who did bad in life!

so the idea with the Falling Lands is that these pour souls are doomed to another version of what's more or less the same reality, implying that society is already hell and the Falling Lands is just a continuation of the daily grind, whereas heaven would be the ultimate vacation.

at least that's my interpretation : D

As an avid reader of paradox, knowing that the falling lands isn't too different from the normal world is quite a relief when I think of how some of the characters will end up here. Also Moira is totally going to be a meanie butt to her :(
